Subject: Daily Patrol Tasking – Insurrectionist Activity & Civilian Unrest – Barcelonova Islands
As we continue to stabilize the situation here on Madrigal, we have been tasked with a critical mission: addressing escalating insurrectionist activity and growing civilian unrest in the Barcelonova region. The islands of Barcelonova have become a hotspot for both organized resistance movements and widespread dissatisfaction with the current governance. We cannot afford to overlook this area, as it is increasingly becoming a threat to the safety and security of both civilians and our operations.
While most civilians remain neutral, a large number of them are disillusioned with the ongoing war and economic hardship. Be aware of the Foskin Resistance group's propaganda, which is making the rounds in some districts.
The islands are heavily forested and mountainous, offering the insurgents cover and difficult terrain for our vehicles. Expect ambushes and traps, particularly around the northern hills and Estancia
Many civilians may be sympathetic to the insurgents or simply distrustful of any military presence. Approach them with tact; do not escalate tensions unnecessarily.
This operation will require diligence, discipline, and restraint. Our primary goal is to protect the people of Madrigal while rooting out insurgent threats. We do not know when this will escalate into full-scale combat, so we must remain vigilant. Take care of one another, and if you encounter resistance, respond decisively but with restraint.


Over the past week, two separate convoys of Madrigal Security personnel have been ambushed, resulting in deadly outcomes for multiple officers. The attacks occurred along Route Alpha and the Cerro de la Luz district, with both incidents involving heavily coordinated and violent strikes against our patrol units.
While initial investigations have yet to yield any tangible leads or suspects, there is growing concern regarding the cause of death for several of our fallen officers. Post-mortem examinations reveal extensive burn wounds, particularly concentrated around the chest and extremities, which does not align with conventional small-arms fire or standard explosive devices commonly used by insurrectionists in the region.
Preliminary Analysis suggests that the injuries could be consistent with plasma-based weaponry, possibly from Plasma Pistols or Plasma Rifles. These types of weapons, if confirmed, are a significant escalation, indicating advanced tech possibly being smuggled or developed by insurgent groups.
Current Findings:
- No traces of chemical or incendiary devices were found at the attack sites, making it unlikely that the burn injuries resulted from conventional means, such as incendiary grenades or explosives.
- Eye-witness reports and radio intercepts from nearby civilian shelters have mentioned strange, blue-glowing lights at the times of the attacks, which could indicate the use of plasma weapons.
- Forensic evidence from the remains of damaged convoy vehicles suggest signs of high-intensity energy discharges, which would be consistent with plasma-based weaponry.

Immediate Concerns:
Increased Threat Level: If insurgents are now fielding plasma weapons, it marks a dangerous shift in tactics and capabilities. These weapons not only increase the lethality of attacks but also suggest external support or advanced technology supplies beyond the scope of typical local insurrectionist groups.
Tactical Adjustments: Our existing armor and vehicle plating may not be sufficient to defend against plasma-based attacks. I urge all units to reinforce convoy protocols, particularly in high-risk areas like the Cerro de la Luz and Soria. Consider deploying Warthogs and Scorpions when possible for additional armor and firepower.

- Identify and disrupt known insurgent groups operating within the islands. This includes locating caches of illegal weapons, supplies, and identifying safehouses.
- Maintain public order and prevent civilian escalation. Civil protests, though not always violent, have been growing in intensity. Our presence must balance enforcement with diplomacy to avoid further alienating the populace.
Patrols must be proactive in collecting intelligence. Your engagement with civilians should be discreet, and we need to gather actionable intelligence on insurrectionist activity. Whether it be overhearing conversations, monitoring suspicious behavior, or infiltrating local informants, your role as eyes and ears is crucial.
- Non-lethal force should be the primary response in managing civilian unrest, unless insurgent forces are actively engaging in hostilities.
- Use lethal force only when absolutely necessary, particularly when facing armed resistance or immediate threats to life.
- When encountering insurrectionist cells, prioritize detaining high-value targets for interrogation. We need to cripple their command structure.
- Munitions & Medical Support: Resupply units are stationed at Victor Outpost near Barcelonova for all munitions and medical needs. Ensure your team carries sufficient equipment to handle both combat and humanitarian situations.
- Extraction Protocol: In the event of heavy insurgent contact, Extraction Point Alpha by Castilla Facility, is to be used for emergency low orbit Madrigal evacuation.
