Joint-OP/TvT med AFI och UO

OBS

ARMA 3: ISAF/ROLEPLAYING EVENT

DATE: 13.5
START: 19:00 (Finnish time) (Preliminary starting time)
SERVER: Armafinland
REPOSITORY: armafinland ISAF repository

FACTIONS:
ISAF-Forces (60-80 players)
#1 Tribe (20-40 players)
#2 Tribe (20-40 players)
Insurgents (10 players)
ANA (4-5 players) (OPTIONAL)
IDAP (3 players)
Translators ENG-FIN-ENG (2-4 players)

Technical Aspects of the Mission:
  • A-Medical -> Focus on revive? (20 minute timer until death to limit amount of respawns during the mission and give plenty of work for the Medevac/IDAP doctor)
  • Previously tested / proven scripts that create immersion (drugs, bomb making etc.)
  • Kunduz lite -map tweaked by AFI map creator for stable performance
Background:

ISAF peacekeeping forces have been deployed to Kunduz Afghanistan, as part of the ongoing ISAF operation to stabilize the region. Kunduz has been the location of a violent insurgency since the beginning of the Afghan war. The region was previously occupied by British forces, who managed to drive out the Taliban during their one year stay in the region.

After the region was previously left by ISAF forces and handed to the local Afghani National Police (ANP), it did not take long for the region to de-stabilize again. The biggest cause for the unrest is a long lasting dispute between two Afghani tribes that populate the area, the Pradesh and Anbar tribes. ANP has watched from the side while the two tribes have engaged in numerous, mutual acts of harassment, destruction of property, theft and even killings.

As a direct result of the ISAF redeployment in Kunduz, numerous intel sources have reported that the Taliban has also taken interest in the region. They will most likely try to exploit the volatile situation, and disrupt all ISAF efforts to stabilize the region.

ISAF COMPOSITION & OBJECTIVES:

Composition:

ISAF forces will consist of two platoons of infantry, a multinational force consisting of swedish and american forces. They will be supported by a small air wing to provide CASEVAC and limited air observation / cover (Blackhawk miniguns, no rockets / bombs).

Additional units will be a Navy EOD team, and USAF Pararescue (PJs).

Roster can be seen and edited here:

https://docs.google.com/spreadsheets/d/1hpCqbV86gnQkpC016VNvFaIr5CdUtAnwSaYgH3cDdSU/edit?usp=sharing

Spawn location:

ISAF Forces will spawn and operate from FOB Bulldog, which is situated on the south-edge of the map. The FOB is a safe-zone, so the insurgents are not allowed to attack here. This means that ISAF doesn’t have to have guard-duty at the base. Heavily wounded and evacuated ISAF players can be treated here (medical tent), and dead players will respawn here after 20 min delay.

Assets/support:

1x UH-60 Blackhawk
1x UH-60 Medevac
10x MRAPs (4 x M2, and 6 x unarmed) divided between the two platoons.

Main Mission Objective:

ISAF forces are to stabilize the region and drive out and/or destroy the Taliban insurgents.

Goals:
  • Establish communications and co-operation with the local populus. Find out what they need, and attempt to build mutual trust between the tribes and ISAF forces.
  • Provide security for the local populus against the insurgents.
  • Provide security for the IDAP aid workers and their humanitarian efforts.
  • Capture, kill or drive out the local Taliban insurgent cell.
Gameplay:

ISAF is expected to conduct foot/presence patrols around the region, setup and man security checkpoints along the main supply routes, as well as conduct organized military operations against known enemy positions/targets.

ISAF will have to engage the tribes in negotiations, and use the player controlled translators to help with communications. All non-ISAF/IDAP players will speak only finnish, even if they know english IRL. The tribes will have certain needs that can be fulfilled by ISAF (security), and other needs that can only be fulfilled by IDAP (humanitarian). Winning the favour of the tribes will make them support ISAF forces, give intel about the Taliban and overall help ISAF with their main objectives. Losing the favour of the villagers might result in escalating violence between the tribes, and if things turn real bad, against the ISAF forces.

All ISAF actions will have consequences: For instance, if you go into a village and automatically start to zip-tie people and search them for weapons, you can be sure that this kind of treatment doesn’t go well with the civilians. The tribes will by-default be neutral towards ISAF, but negative actions will result in hostile attitude towards the forces. ISAF should find a way to fulfill their objectives without ROE violations, while not exposing themselves too much for insurgent attacks.

Event timeline:

ISAF will slot their respective slots at the beginning of the event. Mission critical roles will be: All leadership roles, EOD members, CASEVAC pilots and Pararescue.

After slotting, ISAF will have 15-20 minutes time for mission briefing, during which time ARMA Finland will brief all their players only on the gameplay mechanics and rules for the event. After this, the game will start but there will be a 15 minute safestart timer. During this time ISAF can get to know their FOB, conduct squad / fireteam -level briefing etc. The tribes will conduct a 15 minute in-game briefing during the safestart period.

After safestart has ended the mission will officially begin, but the first 45 minutes will still be an orientation period. During this time the civilian / tribal life will be allowed to settle in, and deliberate actions of violence will be prohibited for all players. The purpose of this is to prevent players from rushing in to action at the beginning of the event, and ruining the planned events in the process.

TRIBES COMPOSITION & OBJECTIVES:

There are two tribes that inhabit this area: Pradesh tribe as well as Anbar tribe. There is a long tribal dispute between Pardesh and Anbar, with an endless cycle of revenge. They fight over land ownership, food, water and supplies amongst other things.

Assets/support:
A very limited amount of vehicles and supplies.
A very limited number of weaponry. (Perhaps 2-4 mosin-nagants for each tribe at the start of the mission?)

Objectives:
The only wish of any tribesman is to enrich his tribe. In Kunduz, this means to take those riches from your neighbouring tribe for your own tribe. While the tribes are bitter rivals with each other, they are indifferent towards all other factions. The actions of ISAF, IDAP and insurgents during the course of the mission will impact how the tribes perceive them.

Possible needs:
  • Medical supplies / Doctor services
  • Food and water
  • Fuel and repairs
  • Disarm old IED / Landmine
  • Provide a generator for power supply / lights (script dependent)
  • Provide portable lights (for night illumination)
  • etc.
Composition:
Each tribe has a tribe chieftain, with the tribe chieftain’s brother as the “2IC”. Each tribe should have three tribe elders, who the tribe chieftain can rely on to lead tribesmen.

Gameplay:
The tribe chieftain is the ultimate dictator of the tribe: Other tribemembers cannot make individual decisions with major impact, and cannot act on a sudden impulse. This means that all acts of violence and/or other illegal actions are ordered by the tribe chieftain based on the events that occur during the event, and the information that the tribe chieftain gets from his minions. This will prevent individual players from ruining the event by acting violently whenever they please. The player who slots as the tribe chieftain will be hand-picked from AFI (someone who understands these types of events). The tribe chieftains will have to pick a side during the event: Support the ISAF or the Taliban (both tribes start neutral).

INSURGENT COMPOSITION & OBJECTIVES:

Insurgents have infiltrated the Kunduz region. The nature and extent of their infiltration is unknown to all other parties, and the players will remain anonymous to everyone at the beginning of the event.

Assets/support:
Yet to be determined amount of vehicles/technicals.
Enough small arms to ambush ISAF, and/or to arm the tribes.
A limited number of IEDs. (Give Taliban the means to make them in the mission by mixing components?)
RPGs
Possibly HMGs. (1-2 Dskhms, potential threats for ISAF air assets)

Objectives:
Insurgents want to sow discord amongst the tribes. They wish to coax the tribes into open confrontation or warfare if possible, in order to destabilize the region. A major victory would be to turn one or both of the tribes against the infidel ISAF. The insurgents will strike at ISAF targets of opportunity, and they will also target IDAP aid workers for abduction and to steal IDAP supplies (which can they potentially barter with tribes for favours).

Needs/Goals:
  1. Identify ISAF patrol routes, location of CPs, etc.
  2. Insurgents need to obtain materials for the making of IEDs. Each tribe have stocks of one of the materials needed for the bomb making process.
  3. Gather informants and turn the tribesman into jihadists.
  4. Disrupt ISAF/IDAP supply routes
  5. Escalate the violence in the region
Gameplay:
The insurgents by themselves cannot stand a chance against the ISAF forces. This is why they will attempt to establish communications with the tribes to either turn them against ISAF or one-another. They will also use the threat of violence, kidnappings etc. to push their means. The insurgents will attempt to provide the tribes with weapons that they can use to fight the ISAF or one-another.

ANP COMPOSITION & OBJECTIVES:

The Afghan National Police has a small section in the area to maintain order. They are highly in-effective at providing security in the region, and also quite unreliable.

Assets/support:
A few police vehicles.
Small arms weaponry.
Supplies from the Central Government.

Objectives:
The local ANP is annoyed by the presence of ISAF, as ISAF is threatening to expose a profitable side-, perfectly legitimate, business. They will have their own hidden agenda in the mission.

Gameplay:
The ANP will have some co-operation with the ISAF forces, as they are officially on the same side. By themselves, they cannot stand a chance against the insurgents, or maintain order in the region. This makes them somewhat dependent on playing by the ISAF rules, but doesn’t mean that they will play nice when ISAF is not watching. The players for ANP will be hand picked from AFI to prevent any stupid behavior.

IDAP COMPOSITION & OBJECTIVES:

IDAP has arrived in the area to provide humanitarian aid to the local tribes. As aid workers are targeted by insurgents, the IDAP aid workers must decide whether to ask for ISAF assistance/protection or attempt to deliver their supplies to the tribes on their own.

Assets/support:
Vehicles (Truck, ambulance, cars)
Humanitarian supplies
Medical supplies

Objectives:
The IDAP aid workers are in the area to provide supplies and medical attention to the tribes in the area. They must deliver all their supplies and ensure their supplies and evenly divided between the tribes. They will have a small compound near Kar Shek at the start of the mission. Further supplies have been delivered to the ISAF FOB that will need to be delivered to the compound.

Goals:
  • Provide supplies to the neutral village area and the tribes.
  • Provide medical attention to those who need.
  • IDAP wants a ban on opiates in the region. Will be a source of strife with ANP, Tribes and ISAF.
  • Provide engineering / repair services.
  • Promote peace and harmony in the region.
Gameplay:
IDAP will have an office at the outskirts of Kar Shek village, which is the neutral and commercial district in the region. IDAP will also have a place with humanitarian supplies in the ISAF FOB. They will have their primary negotiator, a medical expert and an engineer amongst their ranks. They believe in a non-violent, non-provocative approach and therefore will generally want to interact with the tribes without an ISAF escort. Only if they feel threatened, they will ask for security assistance from ISAF.

      5. Other non-combatants: Our Ally, the Afghan National Police (ANP) operate in the region, and are stationed to the SW of Kar Shek village. ISAF Forces are accompanied by two professional translators. A Humanitarian organization IDAP has opened office S of the village, and are on a mission to provide humanitarian aid for the tribes. The just-arrived aid supplies are currently located at FOB Bulldog.

      MISSION

      Overview:

ISAF peacekeeping forces have been deployed to Kunduz Afghanistan, as part of the ongoing ISAF operation to stabilize the region. Kunduz has been the location of a violent insurgency since the beginning of the Afghan war in 2001. The region was previously occupied by British and German forces, who managed to drive out the Taliban during their stay in the region.

The Afghan Government is worried that the violence in the region might escalate into a bigger conflict.

As a direct result of the ISAF redeployment in Kunduz, numerous intel sources have reported that the Taliban has also taken interest in the region. They will most likely try to exploit the volatile situation, and disrupt all ISAF efforts to stabilize the region.

      Primary objective:

ISAF forces are to stabilize the region and drive out and/or destroy the Taliban insurgents.

      Tasks:

      1. Establish communications and co-operation with the local populus. Find out what they need, and attempt to build mutual trust between the tribes and ISAF forces.
      2. Provide security for the local populus against the insurgents.
      3. Provide security for the IDAP aid workers and their humanitarian efforts.
      4. Capture, kill or drive out the local Taliban insurgent cell.

      EXECUTION

      • Concept of Operation
        • Scheme of maneuver: Sierra Platoon (SSG) will establish communications with ANP Police Chief at their Police Headquarters South-West from Kar Shek, setup a hasty vehicle checkpoint on MSR between Kar Shek and Pradesh Tribal area to the North, and conduct presence patrols in and around the Pradesh Tribal village. Their task will be to establish communications with the Pradesh Tribe elder in order to open negotiations between the tribe and ISAF Forces. Delta Platoon (UO) will begin presence patrols in Kar Shek on foot, establish communications with IDAP workers and provide security for them, setup a vehicle checkpoint on the MSR between Kar Shek and the Anbar Tribal area to the East, and conduct presence patrols in and around the Anbar Tribal village. Delta’s task will be to establish communications with the Anbar Tribe elder in order to open negotiations between the tribe and ISAF Forces.
        • Formation: Platoon leader’s discretion
        • Route: Platoon leader’s discretion.
        • Tactical Missions to subordinate Units: Navy EOD team will be attached to Delta Platoon (UO), and will handle all suspected explosive devices found in the region. USAF Pararescue and CASEVAC will be on standby at the FOB for possible medical evacuations.
      • Explosive Ordnance Disposal instructions: All confirmed or suspected explosive devices are to be immediately informed to all Friendly ground units operating in the area. The area is to be cleared of friendly forces and possible civilians, and movement to the area is to be restricted to all expect for the EOD specialists. If possible, all explosive devices should be disposed of as they represent a threat to the local populus and ISAF Forces.
      • Coordinating Instructions: Sierra and Delta Platoon’s leadership are to coordinate together in order to accomplish the overall mission. The Platoons are expected to provide support to each other in the event of an attack. In order to avoid friendly fire incidents, the Platoons are expected to communicate their locations and intentions proactively on the Company radionet.
      • Rules of Engagement: All civilian personnel are to be treated with utmost respect, and the use of force is to be avoided is possible. Use of deadly force is allowed only after a target has been positively identified as an enemy assailant (has a weapon), and is engaging or about to engage you (aiming or shooting at you with his weapon). If a person or a vehicle is believed to carry weapons or items that can possibly provide a threat to you, searching and/or restraining the target is not allowed unless an actual threat appears. All illegal matter are to be related to the Police, and not to be handled by ISAF Forces. The ROE might change later, depending on the development of the situation.

      SERVICE AND SUPPORT
      1. Supplies: Ammunition and medical supplies can be found at the FOB. Also there are fuel and repair trucks.
      2. Transportation: 3 unarmed and 2 armed (M2) RG33L MRAPs per Platoon. Possibility for helicopter insertions with the UH-60 Blackhawk. Air insertions are used mainly for bringing in reinforcements (JIPs/Respawns/Treated player) into safe landing zones.
      3. Medical Evacuation: In the event of ISAF casualties, CASEVAC should be ordered immediately to a nearby safe landing zone. If a safe landing zone cannot be designated, ground forces are to establish security around a temporary, dangerous landing zone. Colour smoke is to be used at the designated LZ. USAF Pararescuemen will handle the casualty evacuation, and the other UH-60 Blackhawk chopper can provide aircover for the duration of the evacuation mission. The casualties are to be brought to the FOB medical tent for treatment.
      4. Personnel: No other support personnel present.
      5. Prisoners of War: POWs are captured enemy combatants. All POWs are to be field searched for weapons and other dangerous items prior to prisoner moval. In unclear cases, the ANP can be called in to investigate if the prisoner belongs to them (law breaker, but not enemy combatant) or ISAF forces. Prisoners of War are to be brought to the ISAF FOB for interrogation. In critical time sensitive situations, a POW can however be interrogated prior to moval to the FOB.

Viktor:
General guidelines and rules

Everyone who attends ArmA Finland games should take others into consideration and act with respect. The following guidelines have been created and translated to ensure fair and fun gameplay for everyone.

Age limit.

ArmA has a PEGI rating of 16. We do not monitor the age of players but we assume that underage players have the consent of their parents or guardians. First and foremost we expect mature behaviour from everyone.

Behavior
Be polite, friendly and take others into consideration. Whether it is a VOIP conversation or a forum topic, state your opinion politely. The atmosphere you create affects the whole community's atmosphere. Humor is a important part of our games, but all unnecessary fooling around, such as shooting for fun, misuse of grenades or explosives and vehicles or communication equipment leads to bad game and event experiences.

Fair play
Do not cheat or be unfair. All activities against "fair play" are strictly forbidden in our community and games. This involves hacking and scripting, but also taking advantage of game glitches, bugs and using unfair means of communication. For example, do not use bugs to get into places you are not supposed to get to or communicate in secret using some other VOIP program or chat, giving them information they could not have. A strict practice of "gentlemens rules" is expected.

Disciplinary actions
If a player causes problems with his behavior or breaks the rules, its the responsibility of ArmA Finland admins to take the player aside and discuss his behavior with him, and instruct him how to change it. If the player do no change his behaviour for the better, or the player refuses to discuss the problems, the player will be banned from AFI servers. The banned player should be in contact with the admins when he is ready to discuss the matter.

Game rules
The purpose of the game rules is to create a framework for a fun gaming experience based on co-operation, a tactical style of play and immersion. We want to keep the game rules as clear and minimal as possible. You should always consider how your actions affect other players experience; are my actions ruining the game experience in an unfair way for others? Even though it´s possible to do X, should I?

The course of game events
The organization of game events is handled by the game host and admin. They are responsible for the course of the game and make the final decisions in unclear situations. The host is responsible for guiding and informing the players. Admin makes decisions about what happens on the game server. In order to help the admin and host, listen to their instructions.

Enemy equipment and gear
The use of enemy weapons, equipment, radios and vehicles is forbidden, unless the mission rules state otherwise. Especially the use of equipment that needs specialist training breaks game immersion. In unclear situations, consult your leaders or a admin.

Text Chat
Text chat should only be used by admins to inform players, or by players to resolve technical difficulties. Do not write in the text chat or make map markers after the game has begun. Communicating with map markers during the game is forbidden for immersion purposes and to guarantee authenticity*

*Guests from other communites should inform admins if their gameplay requires markings on the map or similar requests for an event. Event and community specific execeptions are granted by the event organizer.

Solo tactics
Do not purposefully go behind enemy lines alone. Hunting for cheap frags is against our team centric game style. If you are alone or get cut off from your squad, find your way back to friendlies. If you get cut off from friendlies and you bump into enemies while you are alone, avoid contact and circle back to your own team in such a way it is unlikely that you will encounter enemies. If the enemy is overwhelming you, try to hide and preserve your virtual life. Consider the role you are playing; a modern soldier would strive to preserve his life at all cost in most situations.

You CANNOT order a single player outside your own formation or behind enemy lines. You CAN order a single player to move between friendly formations, but the principle must be that the area between friendlies can be assumed free of enemies.

You CAN use use pointmen and scouts, but you cannot order them outside your own formation. Visual contact should be easily established.

The reason for why solo tactics are not allowed is that a single player moving behind the formation compels leaders to leave player patrols behind to secure the rear. By avoiding solo tactics we can ensure that the maximum number of players are in the middle of the action and not stuck in the rear guard.

Ghosting
Using the spectator function and player streams to gather intel from enemy or friendly actions is strictly forbidden. If you use information from outside the game, or convey information to a player still in the mission using other means than the taskforceradio-teamspeak channel you are violating our rules.

By playing in our community games you accept the rules above and any possible disciplinary actions
